Service units are awarded to recognize work that benefits a region's refereeing program over and above refereeing. A certain number of service units is required for each upgrade in referee certification level at and beyond the Area Badge level. AYSO has a written policy for awarding service units. However, that policy gives the Regional Commissioner considerable leeway in awarding such units. The document proposes a clarification to describe local policy.
For the purposes of Region 109, referees will be awarded service units for work involving at least 2-3 hours continuous effort over and above refereeing activities and receiving referee training. The Regional Commissioner is responsible for awarding service units. He/she may be assisted in this regard by the Regional Referee Administrator and the Regional Director of Assessment.
